This lore is a communication and governance design tool. It is not a claim to literal supernatural entities, divine origin, or metaphysical authority.

Signal Garden maintains a Public Ledger of structural claims, including working hypotheses under active investigation. These are clearly labeled as hypotheses, not verified findings. The Epistemic Key (Observed / Inferred / Unknown / Speculative / Symbolic) applies to all Signal Garden claims. Exploratory truth does not automatically become structural truth.
